PLAINFIELD TOWNSHIP
REGULAR MEETING
FEBRUARY 16, 2005

Meeting was called to order at 1:00 P.M. by the Supervisor, followed by the pledge of allegiance.

Present: Parkinson, Brown, Bassi, Bielby, Caverly and 9 Citizens.

Approval of Minutes: Motion by Caverly seconded by Brown to approve the minutes of the January 19, 2005 regular meeting. Roll call vote: All Ayes. Motion carried.

Financial Report: All accounts are balanced.

Presentation of Bills: Motion by Caverly seconded by Brown to approve the bills as presented. Roll call vote: All Ayes. Motion carried.

Addition to the agenda: Motion by Caverly seconded by Bassi to add the ORV petition to the agenda. All Ayes. Motion carried.

Public Comments: No comments at this time 1:15p.m.

AXA Equitable Retirement: Bill Tena a representative from AXA Equitable addressed the Board regarding a 457 Deferred Compensation retirement Plan. This plan is available to government employees. Motion by Parkinson seconded by Caverly to allow all Plainfield Township employees to participate in this pension plan at no cost to the Township. This plan will also have a Loan option available to the employees. Roll call vote: All Ayes. Motion carried.

Lake Weed Boards: Motion by Parkinson seconded by Bielby to appoint Dick Brown to the following Lake Weed Boards; Little Long Lake, Loon Lake, Londo Lake, Bass Lake, Little Island Lake. Roll call vote: All Ayes. Motion carried.

Hale Creek Lanes Liquor License: Motion by Parkinson seconded by Caverly to approve a resolution for a Class C Liquor License for Hale Creek Lanes. Roll call vote: Ayes; Bielby, Brown, Bassi, Caverly and Parkinson. Nays; None. Motion carried.

Mileage adjustment: Motion by Brown seconded by Caverly to approve the mileage rate to be the same as the IRS guidelines, now being 40.5 cents per mile effective today. Roll call vote: All Ayes. Motion carried.

Sewer Rates: Motion by Bassi seconded by Parkinson to lower the REU’s at Millard’s Auto back to the original usage, as they are not washing vehicles in the building. Also remove Bob Shorts’ white house by the Fair grounds from the sewer district. Both effective next quarter. Roll call vote: All Ayes. Motion carried.

Summer Road Work: Motion by Parkinson seconded by Bassi to approve the following road projects for this summer: Towerline-Paving & shoulders Curtis Road to Esmond Road $62,345.15;
Ora Lake Road-clearing, ditching and drainage from Putnam Rd. to Wilson Creek $41,673.17;
Luella Drive-grading, drainage and aggregate base from Esmond Rd. to the dead end $11,492.24.
Roll call vote: All Ayes. Motion carried.

Fire Dept: Bob Dailey is recommending the following appointments within the Fire Dept.: Wayne (Tuff) Caverly to Captain and Shawn Holiday to Senior Lieutenant, they will have an election among the firefighters for a Junior Lieutenant at a later date. Motion by Caverly seconded by Brown to approve this recommendation. Roll call vote: All Ayes. Motion carried.
Bob Dailey also reported that the weekly meetings have been very productive. The new pumper is almost complete and will be ready for pickup next week. We also received notification this week that the Fire Dept. officially is receiving a $225,000.00 grant towards this truck.

Transfer of a Liquor License: Motion by Bassi seconded by Parkinson to approve a resolution for the transfer of ownership of 2004 SDM Liquor License from Wilson’s County Fair Store to J & M County Fair Store, Inc. Roll call vote: Ayes; Brown, Bassi, Caverly,Bielby and Parkinson. Nays; None. Motion carried.

ORV Ordinance: Chuck reported that there will be an informational meeting regarding the ORV Ordinance being proposed for Iosco County. There will be a public meeting on the details of this Feb.17 at 7:00 p.m. at the Township Hall.

Planning Commission: Dick Brown reported from the Planning commission on the progress of the Master Plan. They are planning on sending out questionnaires to all property owners for their input into the Plan.

Motion by Bassi seconded by Bielby to adjourn at 2:45 P.M. All Ayes. Motion carried.
