REGULAR MEETING
APRIL 19, 2006

 

The Supervisor, followed by the Pledge of Allegiance, called meeting to order at 3:00 P.M.  

Present:  Parkinson, Brown, Bielby, Bassi, Caverly, and 1 citizen. 

Approval of Minutes: Motion by Bassi seconded by Brown to approve the minutes of  the March 15, 2006 regular meeting. Roll call vote: All Ayes. Motion carried. Motion by Brown seconded by Caverly to approve the minutes of the March 22, 2006 special meeting.  Roll call vote: All Ayes. Motion carried.

Financial Report:  All accounts are in balance.

Presentation of Bills:  Motion by Caverly seconded by Brown to approve the bills as presented. Roll call vote: All Ayes. Motion carried.

Tag Days:  Motion by Bassi seconded by Caverly to approve Tag Days for the 4-H on May 20-21.  Roll call vote:  All Ayes.  Motion carried.

2006 Mich. Building Code:  Motion by Parkinson seconded by Caverly to adopt the 2006 Michigan Building Code (Residential Code). Roll call vote:  All Ayes.  Motion carried.

Personal Property Taxes: Motion by Parkinson seconded by Brown to accept the following as uncollectible personal property taxes, Ameritech for $18.66 and The Bear Store for $39.16.  Roll call vote: All Ayes. Motion carried.
Huron Forest Cleanup: April 22, 2006 will be a clean up day in the South Branch area.

Fire Dept.  Discussion on the purchase of a trailer. Motion by Parkinson to purchase a trailer to haul the Argo for $6,200.00, no second. Motion died for lack of support.

Parade permits: Motion by Bassi seconded by Caverly to approve a resolution to allow 3 parades in Plainfield Township, Memorial Day, Iosco Co. Fair and Hale High School Homecoming. Roll call vote: Ayes; Bielby, Bassi, Caverly and Brown.  Nays:  Parkinson. Motion carried.

Summer Tax Collection:  Motion by Bassi seconded by Brown to approve the contract with the Hale Schools for collecting summer taxes at $2.50 per parcel.  Roll call vote:  All Ayes.  Motion carried.

Liquor Commission:  Motion by Brown seconded by Caverly to approve the transfer of ownership of a liquor License for the Jose Lake Store. Roll call vote:  All Ayes.  Motion carried.

Cable Franchise:  Motion by Parkinson seconded by Caverly to approve a resolution to retain local control of Cable Franchising.  Roll call vote:  All Ayes.  Motion carried.

2006 Road Projects:  Motion by Bassi seconded by Caverly to approve the following Road projects:  Ora Lake Rd. $71,532.56,  Clifton & Wine $3,712.50, Timber Trail $2,475.00, Webb Road $33,001.43, and Curtis Road $25,590.00.  Roll call vote: All Ayes. Motion carried.

Planning Commission:  Motion by Brown seconded by Parkinson to approve the recommendation from the Planning Commission for a special use permit for a medical building on Ira Drive. Roll call vote:  All Ayes.  Motion carried.

Fire Millage Renewal:  Motion by Caverly seconded by Parkinson to place on the August Primary the following request: Shall the previous voted increase in the 15 mill tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution on general ad valorem taxes within Plainfield Township be renewed at .50 mill ($.50 per 1,000 of taxable value) for the period of 2006 through 2009 inclusive for Fire Department  operation; and shall the Township levy such renewal in millage for said purpose, thereby, raising in the first year Estimated  $90,192.64. Roll call vote:  All Ayes. Motion carried.

Motion by Bassi seconded by Caverly to adjourn at 3:35 p.m. All Ayes. Motion carried.
