PLAINFIELD TOWNSHIP
REGULAR MEETING
JUNE 21, 2006

 

The Supervisor called the meeting to order at 3:00 P.M., followed by the Pledge of Allegiance.

Present:  Parkinson, Brown, Bielby, Bassi, Caverly, and 5 citizens. 

Approval of Minutes: Motion by Brown seconded by Caverly to approve the minutes of  the May 17, 2006 regular meeting. Roll call vote: All Ayes. Motion carried.
 
Budget Amendments: The following amendments are needed for the 2005-06 Budget:
101-276-970 from $2,000.00 to $0
101-191-702 from $3,000.00 to $1,000.00
101-191-703 from $500.00 to  $0
101-261-702 from $20,000.00 to $22,500.00
101-448-920 from $12,000.00 to $15,000.00
101-852-716 from $61,000.00 to $60,000.00
Motion by Caverly seconded by Bassi to approve this resolution to amend the budget. Roll call vote. All Ayes.  Motion carried.

Motion by Parkinson seconded by Brown to close the regular meeting to open the Budget Hearing, at 3:06 p.m. All ayes. Motion carried. The following was offered for discussion:  General fund budget $632,059.00, Sewer Fund $122,850.00, Waste Site $238,680.00, Road Fund $237,000.00, Fire Dept Fund $190,890.00, and Library Fund $46,800.00. 
Taxable Values: Township General 0.7162 ($120,859.46), Fire Dept. 0.4918 ($82,991.74),
Roads 0.9836 ($165,983.48), and Fire Dept. 0.4794 ($80,899.22). Closed the Public hearing at 3:20 P.M.
Motion by Parkinson seconded by Caverly to open the regular meeting. All Ayes. Motion carried.

2006-2007 Budget:  Motion by Caverly seconded by Brown to approve the following budget amounts:
General Fund       $632,059.00
Sewer Fund          $122,850.00
Waste Site            $238,680.00
Road Fund            $237,000.00
Fire Dept. Fund    $195,890.00
Library Fund        $46,800.00
Roll call vote:  All Ayes.  Motion carried.

Financial Report:  All accounts are in balance.

Presentation of Bills:  Motion by Caverly seconded by Brown to approve the bills as presented. Roll call vote: All Ayes. Motion carried.

Evergreen Cemetery Sign:  We received a letter from the family of E.V. Esmond ,who donated the property for the cemetery, and they would like to donate a new sand blasted sign for the cemetery in honor of Faye Yawger Johnson
(a granddaughter) who will be celebrating her 100th birthday on Sept. 4, 2006. Chuck will contact the family regarding the sign.

Parks & Rec. Resignation:  Motion by Bassi seconded by Brown to accept the resignation from Loan Lorenz with regrets from the Park and Recreation Board. Roll call vote:  All Ayes. Motion carried. We need to find more citizens to serve on this and other boards.

Parcel Split:  Motion by Caverly seconded by Bielby to allow Gerald Thomas to split lot  #070-005-400-012.00 on Little Long Lake. Roll call vote:  All Ayes.  Motion carried.

Re-Appointment to Planning Commission:  Motion by Brown seconded by Caverly to re-appoint Robert Webb to the Planning Commission for three years. Roll call vote: All Ayes. Motion carried.

Iosco County Fair.  Motion by Parkinson seconded by Caverly to pay the Iosco County Agricultural Society $500.00 for the promotion of Plainfield Township at the Fair. Roll call vote:  All Ayes. Motion carried.

Fire Dept.:  A used 24ft trailer was on display for the firemen to inspect, it was approved. Motion by Brown seconded by Caverly to purchase this trailer for $3,700.00 for the argo and supplies. Roll call vote:  All Ayes. Motion carried.
The new personnel manual was presented with some minor changes. Motion by Caverly seconded by Brown to approve the manual as presented. Roll call vote:  All Ayes. Motion carried.
We received a grant from Homeland Security with which we will purchase 6 hasmat suits.
Josh Watkins will be attending training in Florida at no cost to Plainfield Township, as part of Homeland Security.
Contrary to the newspaper article, the propane training was excellent.

Planning Commission: On the recommendation from the Planning Commission, motion by Caverly seconded by Brown to allow a medical clinic on Ira Dr. Roll call vote:  All Ayes. Motion carried.

Pay raises:  Motion by Caverly seconded by Bassi to increase all hourly workers by $.50 effective the first payroll in July 2006. Roll call vote:  All Ayes. Motion carried.

Public comments 4:25 p.m. None.

Motion by Bassi seconded by Bielby to adjourn at 4:30 p.m. All Ayes. Motion carried.
